Label TextWhile not prohibited from traveling, women and farmers were discouraged from doing so. The shogunate feared that women from daimyo clans under the alternate attendance system would flee Edo. Nonetheless, government improvements to highway infrastructure had the by-product of creating a booming travel industry and enabling travel for commoners. Despite some restrictions, travel culture thrived, particularly visiting famous places under the pretext of pilgrimage. For commoners, especially women, obtaining a travel permit for religious purposes was the easiest means to travel. This print by Utagawa Hiroshige shows groups of female pilgrims visiting Izumo Shrine, as evidenced by the torii (gates) that were a prominent feature of the Shintō shrines.
